No. Proliferate only deals with counters. 701.26a To proliferate means to choose any number of permanents and/or players that have a counter, then give each one additional counter of each kind that permanent or player already has. The commander tax has nothing to do with a counter.

How does proliferate work in EDH?

Each Proliferate trigger adds multiple growth counters because you add one counter to the Ascendency itself, then another for any other +1/+1 counters you placed on creatures. One of the nastiest curve-outs this deck is capable of is a turn four Ezuri into a turn five Loyal Guardian. That’s likely to open up an immediate attack for your creatures.
