What do we know about Stroud? He is an Orlesian warden, a senior member, considered skilled, who recruits often. It makes sense that he could rebuild the Ferelden wardens to such strength in just a decade. Also, in Heroes of Dragon Age, he has the shield of a Warden-Commander.

Can you save Duncan Dragon Age Origins?

Why didn’t the Orlesian Warden Commander exist?
The Orlesian warden commander might as well not even exist as they can’t do anything in the story as long as the hero of ferelden lives. All the potential Wardens existed and their origins happened too, just Duncan wasn’t their to intervene and change the fate of the not selected as player characters.

Where did the Orlesians come from?
Two of the human tribes that arrived in Thedas, the Ciriane and Inghirsh, settled in the region that became known as Orlais and were the ancestors of modern Orlesians. The Ciriane settled in central Orlais and were loosely defined and culturally rich.
